PHGA RULES OF PLAY
The USGA and PHGA do not endorse “Preferred Lies” or “Winter Rules” and recommend that Rule 13, “BALL PLAYED AS IT LIES” be observed uniformly. Except as provided in the USGA Rules, a player shall not improve or allow to be improved, the position of the Ball, the area or the intended stance or swing, the line of play or a reasonable extension of the line beyond the hole, or an area in which the player is to drop or place the ball.
However, Spring play and adverse course conditions are sometimes so general through out the Palatine Hills Golf Course, that the PHGA Rules Committee believes “PREFERRED LIES” or “WINTER RULES” would promote fair play and help protect the Golf Course. Heavy Snows, Spring Thaws, Aeration Holes, Prolonged Rains or Extreme Heat, can make the Fairways unsatisfactory for regulation play, and sometimes prevent use of heavy mowing equipment, Thereby creating abnormal playing and ground conditions.
The PHGA Rules Committee will authorize Three (3) modes of play through the golfing season. Summer Rules, Preferred Lie Rules and Winter Rules.
These Rules will be posted each weekend, prior to play.
Compliance and understanding of these rules by all members is required. Individual players and/or foursome group making or allowing adjustments to these rules will not be accepted as official scores.
PLEASE READ THE PALATINE HILLS SCORE CARD AND PLAY TO THE SPECIFIED LOCAL RULES.
1. SUMMER OR GENERAL RULES OF PLAY
USGA RULES GOVERN ALL PLAY
THE BALL SHALL BE PLAYED AS IT LIES, THROUGH THE GREEN, EXCEPT AS MODIFIED IN THE RULES.
EMBEDDED BALL RULE, 25.2, THROUGH THE GREEN IS IN PLAY.
2. PREFERRED LIE RULES-FAIRWAY OF PLAY-BALL MOVED BY CLUB HEAD ONLY.
A BALL LYING IN THE CLOSELY MOWN FAIRWAY OF PLAY, THROUGH THE GREEN, MAY, WITHOUT PENALITY , BE MOVED, THREE(3) INCHES, WITH THE PLAYERS CLUBHEAD, ONLY, OF WHERE IT ORIGINALLY LAY. NO NEARER THE HOLE, NOT IN A HAZARD, OR ON THE PUTTING GREEN. THE BALL SHALL BE MOVED ONCE AND AFTER THE BALL HAS BEEN MOVED , IT IS IN PLAY.

3. WINTER RULES-FAIRWAY OF PLAY-LIFT CLEAN AND PLACE-AERATION HOLES OR ABNORMAL PLAYING GROUND CONDITIONS.
A BALL LYING IN THE CLOSELY MOWN FAIRWAY OR PLAY THROUGH THE GREEN, MAY, WITHOUT PENALITY, BE LIFTED, CLEANED AND PLACED, WITHIN ONE (1) CLUB LENGTH OR WHERE IT ORIGINALLY LAY, BUT NO NEARER THE HOLE. NOT IN A HAZARD OR ON THE PUTTING GREEN. THE BALL SHALL BE MOVED ONCE AND AFTER THE BALL HAS BEEN PLACED, IT IS IN PLAY.
EMBEDDED BALL RULE 25.2 THROUGH THE GREEN IS IN PLAY.
4. PUTTING GREEN-PREFERRED LIES-AERATION HOLE RELIEF
THE BALL ON THE PUTTING GREEN MAY BE MARKED AND PLACED AT THE NEAREST SPOT WHICH AVOIDS AN AERATION HOLE. WITHIN ONE(1) PUTTER HEAD LENGTH, NO NEARER THE HOLE. THE BALL SHALL BE REPLACED ONCE AND AFTER THE BALL HAS BEEN SO MOVED, IT IS IN PLAY
5. DISTANCE MEASURING DEVICES
For all PHGA competition events, a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.), the player is in breach of Rul 14-3, for which the penalty is disqualification, regardless of whether any such additional is actually used.
