The lake and creek are considered red penalty areas. Your options for relief are found How to take Relief from a Red Penalty Area under the Rules of Play section of the website. The bridges are considered to be in the yellow penalty area.
Balls touching the metal edging along the creek are considered to be in the penalty area.
If the ball is not touching the metal edging then swing relief is provided for the metal rods connected to the metal edging that may be exposed above ground.
Behind the hole beyond the curb of the road is OB. If the ball exits the golf course on the left side OB then PHGA Local Rule #2 - Alternative to Stroke and Distance applies.
